so far I have not been able to get hold of the previous papers but it was rejected for the reasons I have mentioned.
The telegram has been repeated to Mr. Rogers and it will be interesting to have his observations as well as those of Sir A. Clark Kerr and the Treasury, but at first sight it seems to be just another political trap. the Americans were willing to support the idea that would be another matter, but there is not the least likelihood of their doing so because of its political implicatigns.
