REGULATIONS GOVERNING THE APPLICATION FOR

PURCHASE OF FOREIGN EXCHANGE BY IMPORTERS.

With reference to my despatch No. 843 E of

the 2nd September, 1939, I have the honour to transmit

to Your Lordship herewith copies in translation, as

published by the Kuo Min News Agency, of the Enforce-

ment Regulations Governing the Application for Purchase

of Foreign Exchange by Importers, which were apparently

promulgated and enforced by the Chinese Government at

Chungking on the 15th February of this year.

A translation by Reuters of the original

Regulations of the 4th July, 1939, referred to in

Article 1 of the Enforcement Regulations, was enclosed

in my despatch No. 628 E of the 12th July, 1939.
