the Boxer Protocol of 1901 and the supplementary Protocol
of 13th June 1904 and amplified in regulations issued
subsequently for the administration of the Quarter, was not,
of course, designed to meet a situation in which one of the
Protocol Povers should become a traitor in the ranks and,
if my personal recollection of the period of the 1914-1918
war is correct, no such organised meeting sponsored by one
Protocol Power against another took pluce within the limits
of the Quarter even at that time when feeling was running
high between the owers represented in Peking.
I can only hope that the Japanese authorities
will realise that on this occasion they have exceeded the
bounds of international propriety, and committed, or
allowed, an act which is justifiably resented not only by
this Donbassy but also by the bassies and Legations of
the other Protocol Powers.
