I have the honour to refer to my telegram to

Your Excellency No. 237 of the 20th July 1939 on the

subject of the holding of a Japanese mass meeting in

the evening of the 18th July on a part of the glacis

of the Diplomatic Quarter, and to transit herewith

copy of a letter which I addressed to my Japanese

Colleague on the 21st July. Before taking this

action I consulted privately with Mr. F.P. Lockhart,

Counsellor in charge of the American Embassy here in

the absence of his Ambassador (who is Senior Ambuasa-

dor): Mr. Lockhart was inclined to view this

infringement of the neutrality of the Diplomatic

Quarter with much seriousnes9: and he expressed

himself ready, if developments in the matter should

make it desirable, to join in any action likely to

curb this infringement of the glacis.

2. I also have the honour to enclose copy of a

letter addressed by Colonel A.H. Turnage, in his

capacity as Senior Commandant of the International

Guards, to all Embassy Guard Commandants.
