Japanese infringement of the neutrality of Peking Diplomatic Quarter.
Refers to his telegram No. 133 of the 20th July (F 7641/372/10).
Transmits copy of despatch No. 168 of 24th July to Shanghai covering copy of letter sent to his Japanese colleague regarding the holding of a Japanese mass meeting on the glacis of the Diplomatic Quarter and protesting against this infringement of the neutrality of the quarter. Copy of this letter has been sent confidentially to the United States and French Embassies.
