State Department have replied expressing doubt whether in the light of general situation affecting endeavours of United States Government to protect American rights it would be advisable for them to take cognizance of statement of May 6th as ground for representations to the Japanese Government. Reply recalls that in addition to representations by United States Ambassador in Tokyo in regard to the International Settlement at Shanghai [? he has] recently made representa- tions in regard to the International Settlement at Kulangsu and twice earlier this year in regard to American interests at Tientsin. Reply also mentions recent representations by the United States Government in regard to bombing and many instances in which representations have been and are being made to the Japanese Government in individual cases involving American interests. State Department consider that unless new developments arise at Peking or Tientsin an approach by the United States Government at this time to the Japanese Government on basis solely of communiqué of May 6th would be likely to have a prejudicial rather than an advantageous
effect.
