Refers to his despatch No. 78 (F 6254/4161/10). Encloses copy of despatch No. 117 to Hong Kong stating that Japanese Consul-General has informed him that Japanese naval authorities have been unable to trace any flights by their planes over British territory, and adding that he does not propose to pursue the matter further unless the Governor desires further
