3. The Council have, however, hɛd under consideration

Foreign Office letter F 5470/4161/10 dated the 9th June, 1939,

forwarding a copy of telegram No. 526 dated the 7th June, 1939

from His Majesty's Representative at Tokyo, together with a

1-5600 copy of Colonial Office letter 53838/15/39 dated the 9th June,

1939, addressed to the Foreign Office, regarding an allegation

made by the Japanese Consul-General at Canton that Kai Tak

aerodrome is being used by the Chinese military aircraft. I am

to sey that the Council fully endorse the remarks of the Secretary

of State for the Colonies on this subject, and they hope that Lord Halifax will see fit to approve Sir Robert Craigie's

proposal that the Japanese Government should be given a clear

warning that any combatant aircraft violating Hong Kong neutrality

are liable to be fired upon.

4. Copies of this letter are being sent to the Colonial

Office, Admiralty, and War Office.
