December 8th and my telegram 0428 December 15th,
written reply from Admiral Oikawa goes on to say, begins.
With regard to British Government's view us set forth in
your letter that treaty right to maintain gunboats on the
Yangtse cannot be overridden by any consideration of inter-
national law relating to Chinese neutrality, I must state
that that view is one which I am unable to share; for I
still maintain that withdrawal or disarmament of warships
in Chinese waters belonging to belligerents in Europe War
is dictated by rules of International Law relating to
neutrality.
It would be appreciated if this reply of mine
could be transmitted to Admiral Noble, ends.
