In view of Admiralty telegram to Commander-in- Chief No.152 (Aye), Communicated to Ambasador half an hour before notifications were to be made to press in Tokyo and London, Ambassador had no choice but to instruct Chungking to act in accordance with Foreign Office telegram No.1209 (F 12538/3918/10).
