The whole point of my suggestion was that announcement of
withdrawal from Upper River and Lower River should be simultaneous
in order to meet susceptibilities of Chinese Government.
would urge therefore that unless there is some special reason
for announcements of withdrawal from Lower River at once, that
it should be deferred until we are in a position to make similar
announcement about Upper River.
