My 0952/30, gunboats in Japanese-controlled waters
of Yangtse may now be withdrawn as convenient. H.M.S.
PETERIL should, if convenient, be first to be withdrawn.
Request you will report withdrawal dates some days in advance. You should inform Ambassadors Shanghai and
Tokyo when you propose to notify Japanese. Notification
to Japanese should state that while H.M. Government
cannot admit that any consideration of international
law relating to Chinese neutrality overrides treaty
right to maintain gunboats on Yangtse, they propose in
view of requirements elsewhere to withdraw according
to convenience. Italians should be informed of
decision at same time as Japanese.
