Withdrawal of gunboats from the Yangtse.

China stating that it has been decided that the three

gunboats in Japanese controlled waters on the Yangtse are to be withdrawn at an early date. Gunboats at Shanghai will be withdrawn later but one will be retained at Shanghai and one at Canton as long as possible. Three gunboats above Hankow will remain. Information should be communicated to United States and French Commanders in Chief. Report is requested whether Commander in Chief considers appointment of R.A. Yangtse should continue when majority of gunboats are withdrawn and if not what arrangements are recomm- ended for administration of gunboats remaining.
