M. Roché spoke to me to-day by telephone about
Admiral Oikawa's communication to the Rear-Admiral,
Yangtse, and the French Senior Naval Officerat
Hankow,regarding the desirability of belligerent
warships withdrawing from the river. He recalled
that I had suggested to him that if Admiral Oikawa
pressed for an answer, the best thing would be to
reply that the original communication had been passed
on to the respective Admiralties, who were considering
the matter.
M. Roché said that he had now received
information from Paris that the French Senior Naval
if pressed by Adm. Oikawa, Officer at Hankow would be instructed, to reply in
nstructed, to
this sense.
I told M. Roché that I expected that we should
be communicating with the Ministry of Foreign Affairs
at Paris very shortly about the question of policy
in regard to the gunboats on the Yangtse, which, as
I had told him on the occasion of the conversation
to which he referred, we had had under serious
consideration.
