for discussion between the Governments as recently
stated to R.A. Yangse by Japanese Naval Attache, Shanghai on 6th November (my telegram No. 232 to Admiralty not to Hong Kong). Without prejudice to this subject generally
I am prepared to make exception in this particular case
and H.M.S. SEAME. is to sail for Canton on 23rd ovember
to relieve H.M.S. MOTH unless arrangements can be made at
an earlier date fr Colonel Neville's visit or unless
this visit can be arranged within a few days after
