French naval C-in-C now in Hong Kong informs me no
French shipping available for withdrawal of French troops and
families numbering perhaps 750. British ships required and I
have informed him that French and British interests will be
regarded as equal. Can arrange move with local shipping.
Important withdrawal should not be delayed as ice conditions
begin to occur next month.
