Your telegram No. 168.
Communication was made to Vice-Minister for Foreign Affairs this morning. Latter asked whether the withdrawal was due to Japanese pressure and I said that the Japanese "advice" had delayed rather than expedited our action, which was due to requirements of the European situation.
2. French Embassy here have had no instructions and have
taken no action.
