Unless instructed to the contrary I propose to make communication to Japanese Government as instructed on Monday morning even if my French colleague has still not received his instructions because (1) telegram under reference shows that French Government are in agreement, (2) Action has to be co-ordinated with the action at Chungking and elsewhere and publication in London, (3) Inaccurate reports of our intentions already appear to be circulating in Shanghai, Tientsin etc.

My interview will probably take place at noon.
