As the French Ambassador has not yet received instructions,

and I do not think the matter will justify my asking for a special interview on Sunday, I would propose to arrange interview for the morning of Monday November 13th. Information could

appear in Japanese evening and British morning papers of that

day.

I hope this gives time for Sir A. Clark-Kerr to make

similar arrangements.

I will telegraph at once if any change becomes necessary

at this end.
