Memorandum from Japanese Embassy 7 September 1939
Sir,
I have the honour to transmits herewith for
purposes of record a copy of the document personally
delivered to me by r. Horiuchi, Counsellor in charge
of the Japanese nbassy on 8th September, as reported
in my telegram No. 380 of that date.

After roading the contents to me aloud, r.
Horiuchi explained that the Japanese Government
having declared its neutrality in the present con-
flict in Europe wished to avoid any acts in Jupanese-
occupied territory on the part of the belligerent
powers or their nationals which might prejudice their
neutrality or the prosecution of their campaign in
China. As reported in my telegram No. 386 of 9th
September he quoted as an instance of incidents
detrimental to the public peace resulting from friction
between belligerent nationals, an attack on German
premises by British troops at Shanghai as reported to
his imbassy by the Japanese Consular authorities at
that port.

The statement referred to in paragraph two of
my telegram No. 386 above referred to is clearly
intended to anticipate any objections on the score
