No. 86 to Shanghai reporting that Japanese have raised the question of disarming the Chinese warships and that in view of present circumstances it appears difficult to refuse. Encloses descriptive particulars of the three vessels and proposes that Chinese Duled 27th Dec : 1939. |Government should be requested to order officers in

charge to disarm as specified.
