Sir,

I am directed by Mr. Secretary MacDonald to

refer to your letter of the 7th July F. 6570/3361/10

relating to a draft Bill to amend the Hong Kong

Merchant Shipping Ordinance, 1899, and to transmit to

you a copy of a further despatch dated the 25th July which

has been received from the Governor of the Colony on the

matter.

2. Subject to any further observations that

Viscount Halifax may have to offer, the Secretary of

State proposes in replying to the Governor's despatches

of the 15th May and 25th July to invite reference to

the telegrams enclosed in your letter under reference and

to inform him that for the reasons set out in those

telegrams he would prefer that the draft bill should

not be proceeded with.
