Sir,

I have the honour to refer to my despatch No.426

dated 14th June, 1939, reporting the gift of $200,000 Chinese

National currency to this Government by the Chinese National

Relief Commission, and to inform you that immediate steps are

being taken for the erection of a new camp on the site

occupied by the Mental Hospital in Argyle Street for housing

Chinese interned soldiers whose present quarters at Ma Tau

Chung Refugee Camp will then become available for destitute

women and children.

2. The cost of this new camp is estimated at $120,000

Hong Kong currency, which will be met to the extent of

$86,956.52 by the gift already referred to, being the actual

amount realized in Hong Kong currency. No provision for the

service is included in the current estimates and a

supplementary vote for the total cost of $120,000 is being

taken in order that work may be commenced as soon as possible.

3. I have to request your covering approval of this

expenditure of which a net sum of $33,000 will be borne by

Colonial Funds.
