With reference to your letter (No. 54000/39) of the

7th June, 1939, regarding a proposal by the Governor of

Hong Kong to amend the Merchant Shipping Ordinance, 1899,

I am directed by the Board of Trade to state that, in view

of Sir A. Clark Kerr's observations in Shanghai telegram

No. 608 of 28th June, 1939, a copy of which was forwarded

to this Department, they consider that the proposed

amendment should not be proceeded with.

A copy of this letter has been sent to the Foreign

Office.
