proves that he is residing there only for the purpose of
attending a course of education or that the circumstances
of his residence in Hong Kong are otherwise such as to
show that he is residing the re for a temporary purpose
only".
(a) It must be understood that above sub-clause
applies equally to Dominion nationals who become subject to
the Ordinance by reason of residence of not less than two
years in Hong Kong.

Suggest that bill should include provision to effect
that conscientious objectors should not be employed on
combatant iduties but may be assigned to duties in general ·
section.
(f) Clause 5 (1) (a), suggest omission of words
"paragraph 470 of".
(g) suggest that list of exemptions might include Judges
and members of Executive and Legislative Councils.

Words "without lawful excuse" should be added after
words "British subject" as in clause 5(2). Suggest that
above phrase should be substituted for "unlawfully" in
Clause 9(2).
(i) Clause 13(2)
Provision should be inserted safeguarding the rights of a
witness to decline to answer questions or produce documents
which he could decline to answer or produce in a court of law.
