Immediate enactment of Compulsory Service Bill
approved subject to understanding in your telegram No.183
and to following:
(a) In order to give exemption to citizens of the
Dominians analogous to that given in Military Training Act
here, following sub-clause should be added as clause 3 (1) (2):

A person who is, under the provisions
of any Act in force in a Dominion a national or
citizen of that Dominion within the meaning of that
Act, or who is a person born or domiciled a

Dominion, if he has been resident in Hong Kong for
less than two years".

(b)
Add following definition to Clause 2:-

(c)
"'Dominion' means a Dominion within the meaning
of the Statute of .estminster 1951".
In order to give exemption analogous to that
provided in Military Training Act here to persons only resident in Colony for temporary purpose, additional sub
clause should be added as follows:
"A person residing in Hong Kong shall be deemed to
be ordinarily resident in Hong Kong unless he
