regarding the introduction of compulsory military service in
Hong Xang, I am directed by Vizsount Halifax to inform you that

on the subject, he suggests that actual legislation should be
delayed until the Gaited Kingdom bill is passed. Several
emendments have been proposed regarding persons of dual
nationality, citizens of the dominions, ete, and Lord Halifax
understands that there any have to be an amending bill at an
early date.
The difficulties arising in this country on such
points will occur equally in other British territory and Lord
Halifax would suggest for the consideration of the secretary
of
tate for the Colonies that the Governor of tho
might be advised to proceed cautiously in the matter and not
to get in advence of the legislation enacted here.
An inter-departmental discusion has been proposed
at which the Colaniel frice will doubtless wish to be
resented and Lord Halifax would suggest that Hr. Aaolunald
may aunaider it desirable to delay his reply to Hong Kong
until this has taken place.
