I am directed by Mr. Secretary MacDonald to
transmit to you, to be laid before Viscount Halifax, a
copy of telegraphic correspondence with the Governor of
Hong Kong regarding the introduction of compulsory
military service in Hong Kong.
2. Mr. MacDonald would be glad to receive, at an
early date, the views of Viscount Halifax on the
Governor's proposals that an immediate local announcement should be made and that the measure providing for
compulsory military service should be implemented as soon
as possible.

Admiralty, War Office and Air Ministry.
