With reference to the letter from this

Department of the 1st February enclosing a copy of

a despatch sent to the Governor of Hong Kong

regarding the disposal of Chinese soldiers interned

in Hong Kong, I am directed by Mr. Secretary MacDonald

to transmit to you, to be laid before Viscount Halifax

a copy of a telegram from the Governor of the Colony

reporting that he has proposed to the Japanese

Consul-General that those of the soldiers in question

who are incapable of further military service should

be released.

2. The Secretary of State wishes to support

strongly the Governor's proposal, and I am to suggest

that, if Lord Halifax sees no objection, His Majesty's
