Transmit copy of telegram No. 116 from Hong Kong, reporting that he has proposed to the Japanese Consul-General that those of the interned Chinese soldiers incapable of further military service should be released, Support strongly this proposal and suggest that His Majesty's Embassy at Tokyo may be requested to urge Japanese

in Registry 13th Apr. 1939 Government to raise no objection to the proposal.
