Your despatch No.403 [of the 4th April; export of Dunlop tyres from Indo-China to China].

Governor-General's reply seems to me to evade the point,

as there was never any question of his having forbidden the export of tyres. Subject of enquiry was whether local officials in French Indo-China had ever interpreted general instruction banning export of war supplies so as to apply it to British motor tyres (but not to French].

2. Please explain this to French authorities who appeared from your despatch No.1497 [of the 21st December last] to have grasped the position, and request them to clear the matter up.
