Dear Brander,

Thank you very much for your letter of the 26th May

on the subject of Chinese students in England.

As regards the suggestion which you made in the last

paragraph of this letter, I scarcely feel that we should

be justified in making a general statement that all

Chinese students at the University of London should in

the matter of evacuation plans be placed in a preferential position vis-à-vis other foreign students.

There are, however, at present in this country a

certain number of Chinese students who have been granted scholarsnips out of the British Boxer Indemnity Funde and

of engineering apprentices who have come here under the

auspices of the Federation of British Industries. For

these two special classes of students we do consider
