Dear my Chang.

Thank you very much for your letter of the 31st May

about the evacuation of Chinese students in London in

the event of war.

I should like to confirm that, as you supposed in

your letter to Sir John Brenan of the 29th March, the

plans for the evacuation of students from the University

of London have been made on the understanding that no

foreign students shall be included in the estimate of

the numbers to be evacuated.

We are, however, giving further careful consideration

to the question of whether any special arrangements can

be made in the case of students holding scholarships from

the Board of Trustees of the British Boxer Indemnity Fund

and of the engineering apprentices who have been brought
