Dear Sir John Brendan,

Permit me to seek some advice on a problem affecting Chinese students whose welfare I hope you are interested in.

The grave situation in Europe raises in my mind as to what would happen to these students in the event of the outbreak of war. Although we have no direct authority over them, we are morally responsible for their welfare and in the case of those who hold scholarships from the Board of Trustees for the British Indemnity Funds, the Universities China Committee has direct responsibility to the Board. All we know is that in the event of war the University of London will be closed down and that the evacuation plan for the University is understood to be limited only to British subjects. I wonder whether it is possible for you to help me in some ways to find out what the attitude of the Government is towards foreign students in such an emergency so that we may have some idea as to our position and the general line of precaution if any, that can be taken in advance, such as preparations for repatriation etc. In the case of the Indemnity students it may be advisable for us to write now to China on their position here.
