Understands that in the event of war, the University of London will be closed and the evacuation scheme for the University will be limited to British subjects. The China Institute is morally responsible for the welfare of Chinese students in London and wishes to make any advance preparations possible. Enquires attitude of His Majesty's Government towards foreign students in event of any emergency.

Mr. Chang, the writer of this letter, is the

warden of the China Institute, a sort of hostel or club

for Chinese students controlled by the Universities

China Committee.

The activities of the Committee are financed by

the China Boxer indemnity fund and the Foreign Office

representative on the Committee is Sir J. Pratt

(see F 1826/265/10 of 14th February 1938).

Unless the Government evacuation plans for

students include arrangements for foreign students, I

suppose that the reply to Mr. Chang's query is that he
