Addressed to Tokyo télégram No. 113 of 5th September. Following from General Piggott.
During the course of conversation with General Muto this
morning he raised the question quite informally of the status
of Lritish troops "in China" - meaning "occupied China"
on the assumption that Japan announced her strict neutrality in
European war. I believe it was friendly hint that both
His Majesty's Government and Japan should examine the legal and
political issues involved.
