1. Copy telegram G/14 Cipher 26/8 from Commander Tientsin Area Tientsin to General Officer Commanding Hong Kong.
Assumes that in the event of withdrawing garrison from North China sufficient shipping will be detained as otherwise all shipping might be ordered by naval authorities to leave the area.
2. Copy telegram 5423 Cipher 27/8 from General Officer Commanding Hong Kong to Area Commander Tientsin No immediate move is contemplated. The shipping situation is being watched.
