Difficulties of the S.S. "Nanning" at Newchwang.

Transmits copy of note to Ministry of Foreign Affairs of 2nd December 1938, the reply of 13th January, 1939 and despatch No. 14 of 3rd February from Mukden.

The British S.S. "Nanning" arrived at Newchwang on 29th November, and, despite previous customs sanction for loading her cargo, the authorities refused to permit the loading, and foreign members of the crew were not allowed to go ashore. The Japanese explanation states that the Customs authorities wished to examine the cargo, and took some time.
