The Chinese Ambassador informed the

Secretary of State this morning that his

Government hoped that it would be possible

to return a sympathetic reply to this

question.

Mr. Kirkpatrick, with whom I have

discussed it, agrees with me that probably

the best answer is a simple "Yes, sir", but

in case it is felt desirable to give a fuller

reply, I submit a draft which I have agreed

with him.
