3. d. Cambon was informed of the substance
of my despatch to Shanghai within and of the
reply which I returned to the Chinese Ambasandor
in London. He asked that Your Excellency should
be instructed to communicate this information to
the Quai d'Orsay and to elicit from them in more
detail what they had in mind as regards an approach
to the State Department.
4. I shall be glad, therefore, if Your
Excellency will now inform the French Government
of the reply returned to the Chinese Abas ador
and the considerations which prompted me to return
that reply. At the same time, I shall be grateful
if you will discuss with the quai d'Orsay their
suggestion for an approach to the 'nited States
Government and furnish me with a report, in order
that I may be enabled to form some opinion as to ti
desirability of approaching the State Department
in this matter.
