I do not think that it would be desirable
to attempt any serious discussion with the
Chinese Government of the question raised by
their present enquiry, and I suggest that our
reply should be a friendly but non-committal
one to the effect that while we should be glad
to collaborate in the event of war our position
in the Far East would be contingent on the line
taken by the other Pacific Powers including
the United States and Russia.
