Transmits copy of Hong Kong telegram No. 6104 of the 4th December enquiring whether War Office have any information regarding the relief of Ishine by

Suzuki. Draws attention to anomaly of Japanese officer being allowed to reside in the fortress in time of war and requests instructions. Matter is aggravated by presence of Japanese on border, by fact that Ishino's bureau is intelligence Bureau for South China as well as Hong Kong and that return of Suziki constitutes admission that his duties are intelligence. If continued residence of Japanese officer is to be lowed considers that relief of Ishino provides opportunity to make permission very special favour.
