Your telegrain No. 295, secret. Main points

were (1) doubling number of vessels on Pearl River run

specified in current agreement (2) question whether

arrangements could be made for (a) specific kinds of

merchandise to be carried on Fenni River run by British

vessels and Japanese government chartered vessels and

(b) coal to be brought to Hong Kong from Formosa by the

latter Teaseh Replies were (1) no objection (2) would

be considered if put into writing.
