List of Chinese Gov't offices.

I have the honour to transmit to Your

Lordship herewith a list, prepared by the Commercial

Secretary Hongkong, of Chinese Government official

and semi-official offices in Hongkong.

Mr. Hutchison informs me that the Central

Bank of China does not appear in any Hongkong

directory.

It is ostensibly the Canton branch of the

Bank. It is in charge of Mr. P.N. Chang, who was

formerly who was formerly in the Ministry of Communi-

cations, was sent about 1930-1932 as Manager of the

Bank of Communications in Tientsin, was transferred

about 1933 to Hankow, was sent in 1937 before the

Japanese took Hankow to take charge of the Central

Bank in Canton, and got away from there with his

cash and securities in the Autumn of last year to

establish himself in the Colony. He has informed

Mr. Hutchison that from 9 a.m. to 2 p.m. and again

from 6 p.m. to 9 p.m. he deals with the business of

the Central Trust and the Purchasing Commissions in

his offices (four crowded rooms) in the Bank of

East Asia building: that from about 2.30 p.m. to

6 p.m. he deals with what he described as "matters

of international finance" in his office in the
