Note from Minister for Foreign Affairs states that General Pai has applied for transfer to Kuangsi for the service of Mr. Dixon, British engineer attached to the Upper Yangtze conservancy board; and asks that instructions in this sense be issued by His Majesty's Embassy.

Dixon is willing to go.

Present request of the Waichiaopu arises out of

the fact that he consulted His Majesty's Consul-General here as to the propriety of accepting this work. Mr. Toller in reply referred him to Article 75 of Order-in-Council of 1925 and he consequently informed the Chinese authorities that he could not take up the position without His Majesty's authority as prescribed by the Order-in-Council.

I am not convinced that the article in question applies to the present circumstances.
