I beg leave to enclose for the information of the Secretary of State for Foreign Affairs a copy of a letter dated the 14th March received in this Department from Messrs. Kelly & Walsh (London) Ltd., together with a copy of the enclosure thereto, regarding the sale in Shanghai of an unauthorised edition of the International Code of Signals. The Board of Trade who have been consulted desire to examine a copy of the pirated edition and I have to request that the Consul-General be asked to obtain a copy. I have also to inquire whether any report has been received from the Consul-General in the matter.
