23rd December, 1939.
With reference to your letter of 11th December,
I am directed by Viscount halifax to state that a copy
has been sent to liis Lajesty's Anbassador at Shanghai
with a request that His Majesty's Consul-General at
kukden be instructed to investigate the matter, and to
consult with his American collongue with a view to
such action eg may be possible in the circumstances.
