With reference to my despatch No. 21 of 17th March

I have the honour to inform Your Excellency that in the

Government Gazette dated 30th May, it is announced that the

Japanese Foreign office has, with effect from 10th May,

raised the Japanese consular office at Mutanchiang

(hitherto a branch of the Consulate-General ai Harbin) to

the status of a full consulate.

3. In the press it has also been stated that with the

abolition of the Japanese consulates in South Manchuria,

it has been decided to establish a consulate at Mishan,

and a branch consulate at Hulin, Tungning and Tungchiang,

in order to strengthen the Japanese consular organisation

in regions near the Soviet border.
