I have the honour to report that the Japanese
Consulte-General in ukden was officially closed rester-
day. The Consul-General, r. Denjiro Kato, has been
transferred to Tsingtao for which post he leaves in a
few days. Some members of the staff will remain to
clear up outstanding business.

By fr. ato's departure I have succeeded to
the position of "oyen of the Consular

orps.
All Japanese Consulates south of Hsinking are
also to be closed within the next few weeks. At the
ceremony of closing yesterday, which was staged in a formal and impressive momer, the reasons given were (1)
the intimate relations between Japan and (anchoukuo (3)
the establishment of law and order (3) the abolition of
exterritoriality.

With Japanese occupying key positions in all
government offices occasions on which Japanese need the
assistance of a Consul must be rare and it has been an
open secret for the past year that the local Japanese
Consulate-General served no useful purpose and its clos-
ing does not come as an surprise.

Mr. Kato's official relations with the other
foreign Consuls have been very friendly. He has had
