I have the honour to refer to Mukden despatches

to Your Excellency Noe 30 of February 15th and 53 of March 28th (to Shanghai as Nos 27 and 52 ) and to

Section 11 of my Intelligence Report dated September 30th last (to Shanghai as No 62, to Tokyo as No 49) regarding the provisions of the Insurance Business Law.

The London & Lancashire Insurance Co, Ltd have

decided to comply with the requirements of the Law and are making necessary arrangements to deposit the sum of M.Y.300,000. Several points, however, remain to be

settled, the most important being that relating to procedure for the remittance of profits on business

transacted. The free export of accumulated premium 8

will not apparently be permitted but there is reason to suppose that the Company'e agents will be allowed to transfer profits at stipulated periods, although the

manner of determining such profits has not yet been

decided.

The authorities also require the company to

bind themselves to abide by the decisions of the

Manchoukuo courts in regard to matters appertaining to

the Insurance Business Law and to submit all questions in

dispute under the Lax to euch courts.
